UK Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a latest poll of municipal councils, English councils are preparing to sell social clubs, athletic facilities, and shopping arcades as they bet on a fire sale of properties to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of local authorities are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for selling public land and open spaces to support their finances, but they argue they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to generate funds from a fire sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials said they would focus on service redesigns and using financial reserves to manage increasing fiscal pressures.”

Specific Cases of Proposed Disposals

Medway Council in southeast England said its asset disposal plan included the disposal of a retail complex in a local town and a community venue in another town to raise 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all generate rent for Medway council, will also be sold under the strategy.

Local Levy Rises and Broader Fiscal Strains

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will have to raise local levies next April to address the growing cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

The authority explained it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these take time to achieve both improved services and financial savings,” said Vince Maple.

He added: “There are demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Projections

Research of county councils recently further found council budgets being strained by the growing number of young people and older individuals needing special educational assistance.

A network of councils projected that council deficits will reach £4.4bn a year by 2029, as they struggle to manage increased demand.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a policy document setting out those reforms has been postponed.

Disadvantage and Financial Gaps

According to the latest deprivation measures (the Index of Multiple Deprivation) for UK local authorities, many key cities members were included in the most deprived in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“Although only a single urban area is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The figures underscores the extent of challenges confronting municipal officials across major urban centers in the coming year,” the analysis added.

“Council officials have been clear about the need for a fair and sustainable funding system that accounts for and addresses the actual extent of deprivation and need,” said a council leader.

“Without this, councils will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened care services in the last year, the survey found.
